Job Description
Duties will require you to prepare the Council’s response to strategic planning applications. Prepare the County Council’s response to consultations from the Local Planning Authorities on Local Development Framework Documents and liaise with them on their preparation and advise other agencies accordingly. Prepare the annual report, required as a statutory consultee. Involvement in the preparation of Supplementary Planning Documents and other joint planning documents prepared with the District Councils. Provide advocacy and interpretation of the Joint Structure Plan and to inform council corporate policy and the preparation of Development Plan Documents under the new planning system. Support the Spatial Planning Manager by providing an input into spatial planning matters including the consideration of spatial planning policy, planning research and planning applications, and to the work generally of the County Council. Where requested to play a lead role and deputise where required on specific areas of expertise. Involvement in the preparation of sub regional spatial strategies relating to the area, in the development of spatial policies and in the preparation of advice on aspatial strategies prepared by other agencies in respect of their implications for spatial planning. Identify requirements and provide information and analysis in relation to spatial planning matters and to ensure that the Council meets its statutory requirements under section 5 of the Town and Country Planning Regulations 2004. Keep under review and where appropriate develop and supervise the maintenance of planning databases as a basis for policies and strategies.
Provide the spatial planning input to the Council’s Local Transport Plan ensuring compatibility with the planning policy context. Provide input into or where requested to do so prepare timely and responsive advise on spatial planning matters particularly in relation to government policy, the Regional Spatial Strategy, Local Development Documents, the policies and programmes of agencies and partnerships, and on matters with a spatial content originating elsewhere in the Council. Provide a spatial planning input to the Council’s lobbying at regional and national levels regarding specific areas of expertise to enable the County Council to influence decisions. Provide the spatial planning input to partnerships and joint steering groups at regional and local levels. Work jointly with and where required manage other members of a project team in undertaking a project; liaising and consulting with and facilitating participation of other individuals and agencies as appropriate.
