Job Description

To work in either our Ealing or Sidcup office on our Inspection of Highway Structures Contract in TfL's North Area.
The successful applicant will lead a team of up to 6 engineers and inspectors, delivering inspections and project work across a defined geographical sector of the North Area, and reporting to the Structures Project Manager.

PRINCIPAL ACCOUNTABILITIES
 To deliver the programme of Principal and General Inspections to acceptable quality standards and financial targets.
 To provide effective leadership to the team, and assist in allocating and managing staff and other resources to deliver projects to agreed budgets and timescales.
 To develop the inspection programme with project stakeholders (including the contractor, client and other Mouchel Parkman teams), and to co-ordinate their input to the inspection programme, facilitating its successful delivery.
 To deliver highways structures projects to acceptable quality standards and financial targets.
 To act as financial Project Manager for inspections and projects, managing the financial aspects of projects in a robust manner, including preparation and monitoring of cost plans, weekly monitoring of project costs, and reporting to the Inspection Team Manager and Divisional Manager at monthly financial reviews.
 To develop and mentor team members.
 To conduct staff appraisals and development reviews.
 To closely monitor the state of progress on all projects to ensure programmes are met, and report frequently to the Inspection Team Manager on progress, identifying workload and resource needs.
 To identify obstacles to meeting programmes as early as possible, and be proactive in eliminating these obstacles.
 To advise clients on compliance with statutory and industry best practice.
 To be responsible for ensuring projects are compliant with corporate Quality Management standards, ensuring all outputs are properly reviewed/checked in accordance with corporate QM procedures.
 To ensure that all project work is carried out in compliance with all relevant Health and Safety legislation, including CDM Regulations (with appropriate specialist advice where necessary).
 To operate in compliance with company procedures, best practices and any legislation current at the time.

PERSON SPECIFICATION
Qualifications  Preferably in possession of Honours degree in civil/structural engineering.
 Either MICE qualified (or working towards) or similar
Knowledge / Experience  High level of competency in design/construction supervision/maintenance/inspection of highway structures
 Competent in relevant health and safety requirements, including CDM Regulations
 Competent in Quality Management
 Able to develop strong stakeholder relationships.
 Able to lead and motivate a team.
 Project and programme management skills.
 Able to work independently with minimum supervision
Technical Skills / Ability  Ability to communicate successfully with a range of contacts, both orally and in writing.
