Job Summary:
The main purpose and scope of the post is to plan and help manage the LDF Programme and the projects and programmes for preparing DPDs in order to achieve the deadlines set out in the Local Development Scheme. It is also to contribute to revising the programme and deadlines in the LDS.
To assess in detail the processes and procedures necessary for preparing DPDs and SPDs. To assess the resources available for preparing DPDs and SPDs. To draw up a detailed, realistic/achievable and resourceable project plan and programme for each DPD and SPD.
To gain all appropriate approvals for both the overall programme and the plan/programme for each DPD and SPD. To liaise with all other Services and Departments which may need to contribute to planned DPDs and SPDs and to secure their commitment to making their contribution in an appropriate and timely manner. To identify and check out the availability of potentially required outside consultancy and expert advice and assistance and to appropriately plan this advice and assistance into the project plans/programmes for each DPD and SPD.
To assist in initiating the Project Plams/Programmes for those DPDs and SPDs which should be underway in the first period of 2008 and to assist in their management for the initial period. To organise and manage project teams including specialist advisors and consultants to the Council required tohelp successfully deliver said projects and programmes. To manage the relationship between partners and key stakeholders needed to help successfully deliver said projects and programmes.
To identify the implications of (i) changes in government policy, (ii) new legislation and regulation, (iii) changes in external circumstances or contexts and (iv) new planning and development policy and project decisions taken elsewhere, for the planning and programming of DPDs and SPDs.
To help plan, manage and co-ordinate consultation/community involvement requirements for DPDs and SPDs and to integrate them into the overall plan/programmes for those DPDs and SPDs.
To monitor the initial implementation or delivery of the Project Plans/Programmes which are underway and to advise whether and when corrective action is required.
Candidate Profile –
1. Extensive and in depth experience of managing LDF planning projects and programmes including those which require management across organisational boundaries with potentially conflicting objectives.
2. Experience of analysing complex policy, project and programme issues, evaluating options and developing workable proposals for specific services and corporate initiatives.
3. Experience of working effectively in co-operation with a range of stakeholders, including senior managers inside and outside the organisation, those involved in financing the organisation, and elected Members.
4. Good knowledge and understanding of the organisation and operation of large and complex organisations in both the public and private sectors and an ability to operate within their respective systems. Good knowledge and understanding and therefore an ability to operate within statutory and other frameworks of management and accountability.
5. Good knowledge and understanding of project and programme management techniques and processes and the ability to manage and contribute to the management of major planning and development projects and programmes and to promote, as necessary, individual and corporate change.
6. Ability to achieve results through partnership working with a range of local and national bodies to further the Council’s objectives.
7. Good knowledge and understanding of the statutory framework in which planning and development operates such that can successfully progress planning and development projects and programmes.
8. Good knowledge and understanding of the development industry such that can contribute to the management and progression of major development projects and programmes.

10. Ability to manage LDF projects and programmes successfully, co-ordinate the effective and efficient use of resources, manage and use information properly, organise own workload and work under pressure, to act on own initiative maintaining high quality and output and achieving set deadlines and targets.
11. Good knowledge of and ability to use effectively IT packages for project and programme management
12. Good knowledge of main IT programmes for skills – word processing, spreadsheets, email etc.

14. Educated to degree level or equivalent
15. Occasional attendance, with notice at evening and weekend meetings.
