Job Description

The PER, who will be reporting the Engineer, will be required to proactively control and manage the overall supervision of the construction of this Design & Build package, taking accountability for the written administration of the Contract and for the overall delivery, co-ordination and quality of works.

Principal Areas of Accountability
Under a FIDIC Yellow Book Form of Contract, acting as the Engineer's Representative, the PER will administer the Contract, ensuring that appropriate written notices, submissions, records, reviews etc are developed in unity and signed off at the appropriate written time.

The duties set out under the contract are extensive, and the PER will find himself involved in depth in many aspects of the construction process: design liaison, reviewing the quality of work, assessing/advising on liability in relation to contractual claims, or assessing values of work done and problem solving.

The PER's duties required to administer the contact will be agreed with the Engineer and will include but not be limited to the following:

 Agreeing with the Contractor both the packages and quality of construction related information which are required to be issued as part of the Contract; the setting up and administration of Management Systems to ensure that this information is saved, and revised in a timely manner to facilitate the Construction on site.

 Advising on traffic management, construction staging and building aspects of parts of the works

 Taking measure to ensure that an appropriate Clause 8.3 programme is developed by the Contractor in a timely manner;

 Reviewing, monitoring and recording progress against the programme, and in the event of progress falling behind, ensuring that the appropriate actions are taken and a revised programme submitted;

 Ensuring that no construction is carried out until such a time as the three stage design review process is complete and has been signed off;

 Setting up systems to organise the measuring of the works and agreeing the monthly valuation with the Contractor;

 Setting up systems to review the Contractors Quality Plan and the overall management procedures, establishing systems for the checking of the works and instructing remedial works when non-compliance occurs;

 Standardising the Supervision Team's procedures for maintenance of records and production of regular detailed reports on progress and quality matters;

 Setting up systems to examine and monitor the methods proposed by the Contractor for the execution of the works;

 Ensuring the Contractor carries out the Contract work in a safe manner;

 Ensuring the works are carried out in compliance with the Project's obligations with respect to the environment and the public;

 Liasing with third parties and all relevant bodies in relation to traffic arrangements and related issues;

 Taking an active role in the promotion and implementation of traffic management of the project;

 The setting up of management procedures for the early identification of claims situation;

 In conjunction with other parties reviewing claims from the Contractor for additional payments;

 Setting up and directing the utilities team to ensure that utilities are fully dealt with ahead of the civil works;

 Preparing budgets and controlling expenditure;

 Liasing with the Employer, a Local Authority, other Relevant Authorities;

 Inssuing the Engineer's certificate for interim payment to the Contractor;

 Other miscellaneous items needed to adminsitrator the contract as agreed with the Engineer.

Organisation

The PER will be required to direct an Assistant Principal Resident Engineer, two or more Assistant Resident Engineers, administration staff, Quantity Surveyors and Inspectors, Design Managers etc

Safety

The PER will be in charge of the site-based team responsible for the overall construction supervision
